高仲密，名慎，字仲密，以字行，渤海蓧人。高乾之弟，高敖曹之兄。隨高歡起兵時，任滄州刺史、東南道行台尚書。北魏孝武帝元修太昌年間，任光州刺史，加驃騎大將軍、儀同三司。因高乾被殺受牽連，奔晉陽投高歡。
東魏孝靜帝元善見天平年間，官至御史中尉，加開府。崔暹妹嫁給高仲密，感情不好，被高仲密拋棄。高崔兩家遂結怨。高仲密作為御史中尉負責選用御史，而他往往任人唯親。這些任命多被高澄否決。此時崔暹正被高澄親信，所以高仲密就懷疑是崔暹在構陷自己。高仲密續娶的妻子李昌儀艷麗聰慧，高澄一見便要強行無禮，李昌儀不從，衣服全被高澄扯裂。高仲密更加怨恨，于是便申請外任，準備外叛。
