王充耘（？ - ？），字耕野，江西吉水人，元末政治人物，進士出身。他是明建文二年（1400年）庚辰科榜眼王艮的爺爺。王充耘曾祖父是王季模。父親是王孟韓，母親是曾氏。元統元年（1333年）成為癸酉科進士，之後擔任吉安路同知永新州事。不久為了贍養母親而辭職，並以寫書教授徒弟為生。晚年鑽研《尚書》，其著作有《書義矜式》，此書奠定了八股文的格式，當時稱為八比法。《讀書管見》二卷也是他的著作，不過沒有流傳下來。
