שאל המלך וֶן את הדוכס האדיר: "שכר נועד לשמר ולתמרץ, עונשים נועדו להורות ולהתריע. ברצוני ששכר ליחיד יהיה תמריץ למאה, ושענישת יחיד תהיה סימן לרבים. כיצד יש לבצע זאת?"
ענה הדוכס האדיר: "המשתמש בשכר מוקיר את האמינות, המשתמש בענישה מוקיר את המחויבות. אם תיתן שכר על פי האמינות ותעניש על פי המחויבות על דברים שראית בעיניך ושמעת באזניך, אז גם כל מה שלא הגיע אליך ישתנה בדרכים נסתרות. כנות משוחררת שכזו, בהיותה בעולם תגיע אף לאלים, ועל אחת כמה וכמה לבני האדם." |
