31  | 海州東海郡，上。土貢：綾、楚布、紫菜。戶二萬八千五百四十九，口十八萬四千九。縣四：朐山，上。武德四年，析州境置龍沮、曲陽、利城、厚丘、新樂五縣。六年改新樂曰祝其。八年，省龍沮、曲陽入朐山，利城、祝其入懷仁，厚丘入沭陽。東二十里有永安堤，北接山，環城長七里，以捍海潮，開元十四年，刺史杜令昭築。東海，上。武德四年以縣置環州，並置青山、石城、贛榆三縣。八年州廢，省青山、石城、贛榆，以東海來屬。沭陽，中。總章元年隸泗州，咸亨五年復故。懷仁。中。 |
