臣聞祭,非自外至者也,繇中出,生於心也。故惟聖人為能饗帝,孝子為能饗親。立廟京師之居,躬親承事,四海之內各以其職來助祭,尊親之大義,五帝三王所共,不易之道也。《詩》云:「有來雍雍,至止肅肅,相維辟公,天子穆穆。」《春秋》之義,父不祭於支庶之宅,君不祭於臣僕之家,王不祭於下土諸侯。臣等愚以為宗廟在郡國,宜無修,臣請勿複修。《漢書·韋賢傳》:永光四年,詔先議罷郡國廟,丞相玄成、御史大夫鄭弘、太子太傅嚴彭祖,少府歐陽地餘、諫大夫尹更始等七十人皆、曰云云,奏可。

受學故小黃令焦延壽六十律相生之法,以上生下,皆三生二,以下生上,皆三生四,陽下生陽,陰上生陽,終於中呂,而十二律畢矣。中呂上生執始,執始下生去滅,上下相生,終於南事,六十律畢矣。夫十二律之變,至於六十,猶八卦之變,至於六十四也。宓犧作《易》,紀陽氣之初,以為律法,建日,冬至之聲,以黃鐘為宮,太簇為商,姑洗為角,林鐘為徵,南呂為羽,應鐘為變宮,蕤賓為變徵,此聲氣之元,五音之正也。故各統一日,其餘以次運行,當日者各自為宮,而商徵以類從焉。《禮運篇》曰:「五聲六律十二管,還相為宮,此之謂也。以六十律分期之日,黃鐘自冬至始,及冬至而複,陰陽寒燠風雨之占生焉。於以檢攝群音,考其高下。苟非革木之聲,則無不有所合。《虞書》曰「律和聲」,此之謂也。《續漢書·律歷志》上:元帝使太子太傅韋玄成、諫議大夫章雜試問房於樂府,房對。

或曰:「賦者,古詩之流也。」昔成、康沒而頌聲寢,王澤竭而詩不作。大漢初定,日不暇給。至於武、宣之世,乃崇禮官,考文章。內設金馬、石渠之署,外興樂府、協律之事,以興廢繼絕,潤色鴻業。是以眾庶悅豫,福應尤盛,白麟、赤雁、芝房、寶鼎之歌,薦于郊廟。神雀、五鳳、甘露、黃龍之瑞,以為年紀。故言語侍從之臣,若司馬相如、虞丘壽王、東方朔、枚皋、王褒、劉向之屬,朝夕論思,日月獻納。而公卿大臣御史大夫婚兒寬、太常孔臧、大中大夫董仲舒、宗正劉德、太子太傅蕭望之等,時時間作。或以抒下情而通諷諭或以宣上德而盡忠孝,雍容揄揚,著于後嗣,抑亦《雅》《頌》之亞也,故孝成之世,論而錄之。蓋奏御者千有餘篇,而後大漢之文章,炳焉與三代同風。且夫道有夷隆,學有粗密,因時而建德者,不以遠近易則,故皋陶歌虞,奚斯頌魯,同見采於孔氏,列於《詩》《書》,其義一也。嶴之上古則如彼,考之漢室又如此。斯事雖細,然先臣之舊式,國家之遺美,不可闕也。臣竊見海內清平,朝廷無事,京師修宮室,浚城隍,起苑囿,以備制度。西土耆老,咸懷怨思,冀上之眷顧,而盛稱長安舊制,有陋雒邑之議。故臣作《兩都賦》,以極眾人之所眩曜,折以今之法度,其詞曰:
