七年夏六月，以西捻蕩平，擢湖廣總督李鴻章協辦大學士，餘加恩賞有差。秋七月，黃河南岸滎澤汛，十堡漫口。調兩江總督曾國藩為直隸總督，閩浙總督馬新貽為兩江總督。命開缺兵部侍郎彭玉麟赴江皖會籌長江水師事宜。八月，革御史德泰等職。德泰奏請修理園庭，並代進內務府庫守貴祥所擬籌欵章程，請於京外各地方按戶按畝按村鱗次收捐，恭王奕訢以侈端將啟，請旨切責德泰喪心病狂，著即革職，貴祥發給黑龍江披甲人為奴。時有知其事者，謂安得海授意二人云。永定河溢。九月，有流星犯織女，大如扇。
