載漪即邸為壇，晨夕必拜。於是城中日焚劫，凡拳所不快者，即誣為教民，殺之，死者十數萬。而孝欽方日召見其黨所謂大師兄者，慰勞有加。士大夫諂諛干進者，又以拳為奇貨。如候補知府曾廉，翰林院編修王龍文、彭清藜、吳國鏞、蕭榮爵，御史徐道焜、陳嘉言、劉嘉模，刑部郎中左紹佐，戶部主事劉秉鑑等，皆上書附和。時王公邸第，百司廨署，拳皆設壇，謂之保護。而兩廣總督李鴻章、兩江總督劉坤一、湖廣總督張之洞、四川總督奎俊、閩浙總督許應騤、福州將軍善聯、巡視長江李秉衡、江蘇巡撫鹿傳霖、安徽巡撫王之春、湖北巡撫于蔭霖、湖南巡撫俞廉三、廣東巡撫德壽，合奏言：「亂民不可用，邪術不可信，兵端不可開。」山東巡撫袁世凱亦極言：「朝廷縱亂民，至舉國以聽之，譬若奉驕子，禍不忍言。」皆不聽。遂派載勳、剛毅為總統。然拳匪專殺自如，勳、毅不敢問也。
