53  | 元封元年冬十月，詔曰：「南越、東甌，咸伏其辜，西蠻、北夷，頗未輯睦。朕將廵邊，垂擇兵振旅，躬秉武節，置十二部將軍，親帥師焉。行自雲陽，北歴上郡西河、五原，出長城，北登單于臺，至朔方，臨北河，勒兵十八萬騎，旌旗徑千餘里，威震匈奴。遣使者郭吉告單于曰：南越王頭已縣於漢北闕矣，單于能戰，天子自將待邊，不能亟來臣服，何但亡匿幕北，寒苦之地，為匈奴讋焉！單于怒囚吉，然終不敢出。上還祠黄帝於橋山，乃歸甘泉，東越殺王餘善，降詔以東越險阻反覆為後世患，遷其民於江淮間，遂虛其地。春正月，行幸緱氏，詔曰：朕用事華山，至于中嶽獲駮麃，見夏后啓母石，翌日，親登崇高，御史乗屬在廟旁吏卒，咸聞呼萬歲者三，登禮罔不答，其令祠官加増太室祠，禁無伐其草木，以山下三百戸為之奉邑，名日崇高，獨給祠，復亡所與行，遂東廵海上。夏四月癸卯，上還登封泰山，降坐明堂，詔與士夫更始以十月為元封元年，行所廵至博，奉高虵邱歴城梁父民田租逋賦，貸已除。加年七十以上及孤寡帛人二匹，四縣毋出今年租算。賜天下民爵一級，女子百戸牛酒行自泰山，復東廵海上至碣石，自遼西歴北邊九原，五月歸于甘泉。秋有星孛于東井，又孛于三台，齊王閎薨。臣謹按劉氏按封禪書云：其後三年，有司言改元宜以天瑞命，不宜以一二數。推其所謂後三年者，葢盡元狩六年至元鼎三年也。然元鼎四年方得寳鼎，又無縁三年而稱之。以此而言，自元鼎以前之元，皆有司所追命，其實年號之起在元鼎耳。故元封改元，始有詔書。 |
