十二年春，平南王尚可喜疏請歸老遼東。秋七月，平西王吳三桂、靖南王耿精忠並疏請撤藩。八月，尚書梁清標等分往雲南、廣東、福建經理撤藩事宜。十一月丙戌，三桂拘經理侍郎折爾肯等，殺雲南巡撫朱國治，自稱「天下都招討兵馬大元帥」，以明年甲寅為周王元年。總督甘文焜自殺，貴州巡撫曹申吉、提督李本深以下皆應。乃停撤平南、靖南二藩；梁清標、陳一炳召還。削三桂爵。十二月甲子，偏沅巡撫盧震棄長沙逃，沅州總兵崔世錄被執。
