11  | 後魏孝文帝太和十一年大旱，十二年，秘書丞李彪上表：「請別立農官，取州郡戶十分之一為屯田人。相水陸之宜，料頃畝之數，以贓贖雜物市牛科給，令其肆力。一夫之田，歲責六十斛，甄其正課并征戍雜役。行此二事，數年之中則穀積而人足矣。」帝覽而善之，尋施行焉。自此公私豐贍，雖有水旱，不為害也。 |
