楊達（548年 - 612年），字士達，中國隋朝宗室。楊紹之子，楊雄之弟，武則天之外祖父。仕北周，為儀同、內史下大夫，封遂寧縣男。581年，隋朝建國，為給事黃門侍郎、進爵位子爵。吐谷渾侵隋西部，上柱國元諧為元帥征討，楊達為屬下司馬。還軍後，楊達兼吏部侍郎、位受開府儀同三司。一年後，轉任內史侍郎、歷任鄯州刺史、鄭州刺史、趙州刺史。595年，被提拔為工部尚書、加上開府位。楊素評價：「有君子之貌，兼君子之心者，唯楊達耳。」
602年9月，黃河沿岸諸州發生洪水，楊達奉命救援。10月，轉任納言。605年，與楊素、宇文愷負責東都洛陽的建設、為營東都副監。612年，隋煬帝征高句麗，楊達為右武衛將軍、進位左光祿大夫。5月，在軍中死去，享年62歲。追贈吏部尚書、始安侯，謚號懿。唐高宗顯慶年間，因是武則天外祖父的緣故，追贈尚書左僕射，為他立碑。楊達碑云字叔莊，卒年六十五，謚號曰懿。
