杜周（？ - 西元前94年），字長孺，是西漢武帝手下的一名大臣，著名的酷吏。根據《前漢書》記載杜周出生于南陽杜衍縣人，本來是南陽太守手下的一名辦事，通過巴結上司得利，受推薦給張湯，升為廷尉史。他辦事專門看上司的意思。上司中意的人他就故意減輕罪狀，上司厭惡的人他就加以打擊。在他任廷尉職期間被關入監獄的人數大增，被關監獄的時間也延長。他的做法還受到武帝賞識，任命他為御史大夫，上升到三公的地位。家資無數。他的兩個年紀大的兒子都成為重要地區的郡守，控制黃河兩岸重地，而且和他們的父親一樣殘暴。只有少子杜延年為人寬厚。
