史周洛原本是魏博節度使麾下軍校。事奉田季安，官至兵馬大使、銀青光祿大夫、檢校太子賓客、兼御史中丞、柱國。長慶二年其子史憲誠發動兵變，成為魏博節度使。史周洛被封為北海郡王。
