竇靜（6世紀 - 635年），字元休，唐朝大臣，扶風平陵（今陝西省咸陽市西北）人，竇善的曾孫，竇榮定之孫，竇抗次子，唐高祖太穆皇后竇氏族侄。竇靜在隋朝擔任親衛。唐朝武德初年，官至并州大總管府長史，上表請在太原屯田以省漕運，事行後，歲收粟十萬斛。高祖任命他檢校并州大總管。又請斷石嶺以為障塞。唐太宗即位，竇靜入朝為司農卿，鄙視司農少卿趙元楷聚斂。出任夏州都督，封信都男。在夏州招撫突厥，善處邊事。為出征諸將，通報突厥情況，又離間突厥部眾，使鬱射設所部九俟斤內附。後授寧朔大使，委以北方邊務。破突厥有功，再遷民部尚書，在民部尚書任上去世。謚肅。兒子竇逵、竇遜（字克讓，兵部侍郎）、竇邃（蔡州刺史）。
