元文遙，字德遠，河南郡洛陽縣（今河南省洛陽市東）人，追尊魏昭成帝拓跋什翼犍後裔，北魏中軍都將、暨陽子拓跋可悉陵曾孫。北魏末年元文遙辭去太尉東閣祭酒而隱居林慮山，至東魏末年被征為大將軍府功曹。北齊建立，遷中書舍人，不知原由被監禁數年。歷官侍中、尚書左僕射，封寧都郡公。元文遙明達世務，曾改革縣令任用制。宣讀詔書時，「聲韻高朗，發吐無滯」。與趙彥深等人「共相薦達，任遇彌重」，專擅朝政。後因得罪和士開，貶為西兗州刺史。
