耶律天德（？ - 948年），字苾扇，為遼太宗第三子，宮人蕭氏所生。耶律天德猛悍矯捷。940年，奉詔出使後晉。943年，他說後晉皇帝石重貴對契丹國稱孫不稱臣，請父親耶律德光南下伐晉。946年十一月，在望都率領五千騎兵斷後晉的糧道，使十萬晉軍缺食投降，攻下晉都開封府，滅後晉。947年，在回軍途中，耶律德光病卒，他護送靈柩到上京。948年，他和姑父蕭翰一起謀反遼世宗，事情敗露被囚，之後參與劉哥、盆都的謀反，因此耶律天德被殺。
