崔義玄（586年 - 656年），貝州武城縣（今河北省衡水市故城縣）人。出自清河崔氏定著六房之一南祖崔氏崔溉支系。隋朝隋末唐初期政治人物。隋朝大業末年投奔李密起義軍，未受重用，一日見群鼠渡河，又見槊刃有花文，對左右親近之人說道：「這是東晉王敦敗亡之兆啊。」。後前往遊說據守柏崖的黃君漢，勸其投靠李淵，歸唐後被授為懷州總管府司馬，與黃君漢一起，擊敗王世充大將高毗，以功封清丘縣公。後從秦王李世民滅掉王世充，攻占洛陽，轉任隰州都督府長史。貞觀年間，與友人孟神慶一起在韓王李元嘉府中任王府長史。
唐高宗永徽年間，崔義玄任婺州刺史。永徽四年（653年），睦州女子陳碩真起兵造反，派童文寶領兵四千人掩襲婺州（今浙江金華），崔義玄率兵抵禦，以司功參軍崔玄籍為先鋒，在揚州長史房仁裕的統領下，十一月庚戌，陳碩真被俘，崔義玄以功拜御史大夫。
武則天被立為皇后的過程中，崔義玄為她謀劃，最終將長孫無忌等反武勢力去掉。顯慶元年（656年）出為蒲州刺史，不久去世，年七十一，贈益州都督，謚號貞。武則天當皇帝後，追念他的功勞，重贈揚州大都督，賜其家實封二百戶。
