竇覦（? - ?），唐朝扶風平陵人。唐玄宗母親昭成皇后族侄。其父華原尉竇光，竇覦以親蔭入仕，擔任右衛率府兵曹參軍。竇覦沒有其他才能，但是當官有計謀，而且是韓滉的女婿。鄜坊節度使臧希讓奏請他為判官，官至監察殿中侍御史、檢校工部員外郎、坊州刺史。興元元年（784年），到河中討伐李懷光，唐德宗下詔命竇覦率領坊州兵七百人屯守邰陽。平亂後，竇覦以功兼御史中丞，轉任同州刺史。竇參是竇覦的再從侄，擔任宰相，向朝廷力薦竇覦，竇覦入朝為戶部侍郎。幾個月後，為揚州大都督府長史、御史大夫、充淮南節度副大使、知節度事。至揚州十天旬日，暴亡，詔贈禮部尚書。
