嘉慶九年九月十四，由雲南布政使升任廣西巡撫。嘉慶九年十一月二十九（1804年12月30日），同廣東巡撫互調。於1809年2月20日－1811年2月16日期間，奉旨接替永保擔任兩廣總督，以武力和誘降結合的手段，瓦解了張保仔等海盜。後調兩江總督，于嘉慶二十年鎮壓秘密會一方榮升。

卒謚文敏。有《守意龕集》。
