郭行餘（8世紀 - 835年），唐朝官員。唐憲宗元和年間，登進士第。路途遇到京兆尹劉棲楚，沒有避道，劉棲楚把他抓起來，郭行餘移書論辯，劉棲楚不能應對。後來官至京兆少尹。唐文宗太和初年，官至楚州刺史。太和五年，轉任汝州刺史，兼御史中丞。九月，入為大理卿。李訓在東都時，與郭行餘親善。郭行餘多次資助李訓，這時官至九卿。十一月，李訓謀去宦官，令郭行餘募兵，任命他為邠寧節度使。甘露之變，李訓敗亡，郭行餘被族誅。
