杜兼（750年 - 809年），字處弘，唐朝京兆府萬年縣（今陝西省西安市）人，杜正倫五世侄孫。杜兼是唐德宗建中元年進士。多次征闢為諸府從事，拜為濠州刺史。性情浮險，喜尚豪侈。他知道德宗厭兵，他的刺史之位經年不改，兼謀自固，即修武備，募勁兵。德宗以他有才，于是他更加橫恣，誣害屬官韋賞、陸楚等。唐憲宗元和初年，任蘇州刺史，所至殺戮聚斂，人人側目。入拜給事中，官至河南尹。家中聚書至萬卷，在書的末尾戒子孫以墜鬻為不孝。其子杜柔立，天長主簿；杜詞立，壽州參軍；杜誼立，順宗挽郎。
