陳騤（1128年 - 1203年），字叔進，台州臨海（今浙江臨海縣）人，南宋官員。建炎二年出生，紹興二十四年（1154年）進士第一。但因秦檜之孫秦塤而屈居其下。歷官將作少監、守秘書少監兼太子諭德，出京知贛州，後改秀州。紹熙元年（1189年），同知貢舉兼侍講。紹熙三年（1192年）三月，權禮部尚書。慶元二年，知婺州（今浙江金華）。官至知樞密事兼參知政事。因忤逆韓侂胄，再度罷官。晚年授觀文殿學士、提舉洞霄宮。嘉泰三年卒，得年七十六歲。謚文簡。編有《中興館閣錄》十卷、《文則》二卷等。
其作品《文則》是中國第一部修辭專著。他將僅僅誦讀文章而不加以研究考據的行為比喻為「終日飲食而不知味」。
